Has anyone used quality circles? To me, it seems like a good tool, but disagree with how it is often implemented. In our plant, they say, "Let's have a quality circle" without having specific goals or any analysis to make sure a quality circle is the tool needed to solve the problem. It is like saying, "I am going to use a wrench now. I don't know why, I just want to use a wrench" instead of "I need to tighten those bolts with a wrench or the door will fall off".
